The objective of this non-binding EOI for professional conference planning services is to allow consultants to present their qualifications, experience and conceptual approach to planning, hosting, and executing a conference in Teeswater, Ontario in April of 2023.
If a Consultant has a question as to the meaning of this EOI or finds any ambiguity, inconsistency, or omission, the Consultant shall make a written request for an official interpretation or correction to the individual listed below. Such requests must be received by the Municipality no later than 1 PM on January 9, 2021.

All interpretations, corrections, or additions to this EOI will be made only as official addendum that will be posted to the Municipality’s website (https://www.southbruce.ca) and it shall be the Consultant’s responsibility to ensure they have received all addenda before submitting a Submission.
Any addendum issued by the Municipality shall become part of the EOI and must be incorporated in the Submission where applicable.
Act: Means the Nuclear Fuel Waste Act, S.C. 2002, c. 23.
Consultant: Means any eligible entity submitting a Submission.
EOI: Means this Expression of Interest invitation to engage a consultant to plan and host a Conference for the Municipality of South Bruce in April 2023.
Municipality: Means the Municipality of South Bruce.
NWMO: Means the Nuclear Waste Management Organization.
Project: Refers to the potential establishment of a facility operated by the NWMO for the purpose of the long-term storage of Canada’s used nuclear fuel in the Municipality.
Selected Consultant: Means the Consultant or Consultants selected to plan and host the Conference.
Submission: Means the submission of a Consultant made in response to this EOI.
In Ontario, nuclear power is used to meet about half of our electricity demand. Currently, used nuclear fuel is safely stored in above-ground facilities. The Nuclear Waste Management Organization (NWMO) is proposing to secure the waste for the long-term in hard rock more than 600-metres underground (the Project). There is strong international, scientific consensus that a deep geological repository (DGR) is the safest way to manage used nuclear fuel.
In 2012, the Municipality of South Bruce voluntarily entered the NWMO site selection process to explore the possibility of hosting the Project, which will manage Canada’s used nuclear fuel in a DGR. It is one of two remaining communities participating in the process. The Project will also include Surface Facilities and a Centre of Expertise near or at the site. These facilities have the potential to bring other businesses to the region, including those in the service, manufacturing, and scientific research sectors. Related jobs in construction and infrastructure are also anticipated.
The Project will only move forward if it is proven safe for people and the environment, the community demonstrates willingness to host it, and it will provide meaningful benefits to the community.
The Municipality of South Bruce’s Nuclear Exploration Team works to inform the residents of South Bruce about the Project and how it might impact the community so that they can make an educated decision on whether they are willing to host the project.
To inform the residents of South Bruce and neighbouring communities about the Project, the Municipality will host a conference in April 2023. The conference will be a two-day event, held at the Teeswater- Culross Community Centre. The conference will include speakers and a trade show. The audience for the conference is residents of South Bruce, the Saugeen Ojibway Nation, and the leadership of neighbouring municipalities. The conference will not be an endorsement or evaluation of the Project, rather a venue for sharing information about all elements of the Project.
South Bruce wishes to host a professional, informative event with 100-150 attendees. We seek professional assistance in every stage of conference preparation, from budgeting and design, to planning and execution.
All Submissions must include the following information: Fees and Budget
Detailed description of all consultant fees and a draft budget for a 2-day conference and trade show including two catered lunches and one dinner for 100-150 attendees.
List of Offered Services
The Consultant must list and provide details of all services they offer to support South Bruce’s conference vision. The Consultant must also list any services related to the event planning and execution that they are unable to provide.
Relevant Qualifications and Experience
The Submission must include a list of specific experience with conference or large public event planning.
Proposed Team Personnel
The Consultant must provide evidence of the team personnel (employees and subconsultants) that will ensure the achievement of their objective. The Consultant should identify any work which is being subcontracted.
The Consultant shall provide the following details for each proposed team member and subconsultant:
- Name
- Firm Name
- Professional Qualifications
- Years of Experience
- At least two (2) examples of relevant project experiences (Project description, role, expertise)
- If subconsultant, indication if previously worked for the Consultant Conflict of Interest
The Submission should provide a description of any actual or potential conflict of interest that the Consultant may have and a description of how the Consultant proposes to manage any conflicts that may exist or arise during the term. Failure to comply with this requirement may cause the Submission to be rejected.
The Municipality reserves the right to disqualify from further consideration Submissions which in the Municipality’s sole opinion demonstrate a conflict of interest.
The Municipality will not consider any Consultant that is currently engaged by the NWMO to perform work related to the site selection process in South Bruce to be eligible for selection as the Selected Consultant.

on or before 1 PM on January 9, 2021. Late submissions will not be accepted or considered.
An initial review of each Submission will be completed by the Municipality of South Bruce Nuclear Exploration Team. The Municipality may reject any Submission during the initial review at its discretion.
The Municipality will determine in its sole discretion which, if any, responding Consultants will be interviewed. If the Municipality elects to interview a Consultant, the Consultant will be given the opportunity to discuss their Submission in more details during the interview.
To the extent it is possible to do so, interviews will be conducted in person at the Municipality’s offices in accordance with the applicable COVID-19 protocols then in force.
The Municipality’s evaluation of the Submissions will include, but is not limited to, the following considerations:
- The qualifications and experience of the Consultant as it relates conference and trade show planning
- The Consultant’s rates, strength of proposed Conference budget
- The Consultant’s experience working with municipalities and its understanding of municipal requirements and processes
After completion of the evaluation process, the Municipality will notify all Selected Consultants and may proceed to discuss terms of a contract with one or more Selected Consultants.
This EOI is not intended to create any formal legally binding bidding process and does not commit the Municipality to select a Consultant or proceed with a Submission.
The Consultant recognizes the Municipality’s right to seek further information or clarification from any responding Consultant, and to negotiate directly with any responding Consultant.
Any contract awarded as a result of this EOI will be non-exclusive. The Municipality may, at its sole discretion, purchase the same or similar services from other sources during the term of any contract.
The submission of a Submission constitutes a waiver of any action by the Consultant resulting from the Municipality’s acceptance or rejection of any Submission.
There will be no consideration of any claim after Submissions are submitted, if there is a misunderstanding with respect to the minimum requirements indicated in this EOI. Should the Consultant require more information nor clarification on any point, it must be obtained prior to the submission of the Submission.
The Municipality makes no representation or guarantee of the value or volume of work the Selected Consultant may receive over the term of the relationship.
